INTERPOL’s CCF and Venezuela’s NCB: A 2026 Data Deletion Case Study

Many assume that once a notice is published, it remains valid indefinitely. This case demonstrates otherwise. The CCF has supervisory authority over data throughout its life-cycle, not just at initial submission.

What Happened in this CCF-Venezuela NCB Exchange

In August 2026, the Commission for the Control of INTERPOL’s Files (CCF) issued a decision ordering deletion of data from the INTERPOL Information System. The underlying issue centered on insufficient verification by Venezuela’s National Central Bureau (NCB).

Following a request under Article 17 of the CCF Rules of Procedure, the Commission sought additional information from the requesting NCB regarding how the data was registered. Venezuela’s NCB did not respond to questions about the registration process, verification standards, or procedural steps completed before submission to INTERPOL As a result, the CCF concluded the data did not comply with applicable rules.

The Dual Compliance Standard

Under CCF supervision standards, submitting bureaus bear the burden of demonstrating continued compliance. The obligation is not exhausted at the data’s registration stage, but it persists for as long as data remains in INTERPOL systems. CCF regards “non-response” as non-compliance. Under no circumstances does the CCF presume validity when verification is withheld.

This outcome demonstrates that INTERPOL’s NCB non-participation weakens their position, not the subject’s. Interpol’s CCF exercises independent oversight authority on Interpol-notices’ validity, and member state submissions are not entitled to automatic deference when verification standards are unclear or unmet.

Frequently Asked Questions

Can INTERPOL data be deleted after publication?

Yes. The CCF can order deletion when NCBs fail to verify compliance with INTERPOL rules, as demonstrated in this August 2026 Venezuela case.

What happens if an NCB doesn't respond to CCF verification requests?

Non-response is treated as non-compliance. Data may be deleted from the INTERPOL Information System and removed from national databases.

How long does INTERPOL's CCF review take?

Review timelines vary. This case took approximately 19 months from initial inquiry to final deletion (January 2025 – August 2026). This is a delayed response given that under CCF's statute the response on Deletion Requests are expexted within 9 months after Admissibility.

Does INTERPOL's deletion remove all international alerts?

No. Deletion clears INTERPOL data only. National databases, and domestic watchlists may continue operating independently.
